The After School Education and Safety (ASES) Program is the result of the 2002 voter-approved initiative, Proposition 49. The ASES Program funds the establishment of local after school education and enrichment programs. These programs are created through partnerships between schools and local community resources to provide literacy, academic enrichment and safe constructive alternatives for students.

The Snowline Joint Unified School District operates ASES programs at Phelan and Vista Verde Elementary Schools from 2:50 p.m. to 6:00 p.m. on all regular school days.  The program is intended to serve those children most in need of additional academic support and admission to the program is based on teacher referral and student need.

The ASES program is aligned with, and not a repeat of, the content of regular school day and other extended learning opportunities. Safe physical and emotional environments, as well as opportunities for relationship building, are provided.  Our after school programs consist of the two elements below and ASES program leaders work closely with school site principals and staff to integrate both elements with the school's curriculum, instruction, and learning support activities.

1.     An educational and literacy element provides tutoring and/or homework assistance designed to help students meet state standards in one or more of the following core academic subjects: reading/language arts, mathematics, history and social studies, or science. A broad range of activities may be implemented based on student needs and interests.

2.     The educational enrichment element offers an array of additional services, programs, and activities that reinforce and complement the school’s academic program. Educational enrichment may include the visual and performing arts, music, physical activity, health/nutrition promotion, and general recreation; community service-learning; and other youth development activities based on student needs and interests.  Enrichment activities are designed to enhance the core curriculum.

The capacity at each site varies depending upon funding.   It is anticipated that the demand for services will exceed the capacity of the programs at this time.  If spaces are available after teacher referrals have been exhausted, the Principal and Site Coordinator of the after school program at each school will review all applications for enrollment submitted for that site. Each application will be ranked using the following ranking system:

 

Eligibility for Free or Reduced Cost Meals                                                          1 point

All parents/legal guardians living with the child are employed

full time (40 hrs/wk) or full time students (12 units)                                               1 point

Guardians are providing foster parent care for the child to be enrolled                 1 point

Teacher referral for academic assistance                                                            3 to 6 points

Total Points Possible                                                                                        9 points

 

First priority for enrollment will be given to applications with                  9 points

Second priority for enrollment will be given to applications with              6 points

Third priority for enrollment will be given to applications with                 4 points

Fourth priority for enrollment will be given to applications with               3 points

…and so on until all spaces in the program are filled.

 

In situations where all criteria are equal, families managed by a single parent will be given first consideration.  In cases where a determination must be made between two or more applications of equal priority, selection for enrollment will be based on the date the completed applications were time and date stamped at the school site.

 

All information provided on the enrollment packet is subject to verification.

Falsifying or omitting any of the information requested may render the student ineligible for services.

 

In order to determine which students will be given priority status for enrollment in the after school program, the following steps will be taken:

 

  1. All of the Applications for Enrollment will be ranked by the After School Program Staff and a list of those students who meet the eligibility criteria for priority status for enrollment in the after school program will be developed. 

 

  1. Those families with priority status for enrollment in the after school program will be sent an enrollment packet which must be completed and returned to the school site.  These enrollment packets must be returned by the stated due date. 

 

  1. Those families who do not return the enrollment packet by the stated due date risk forfeiture of their student’s reserved spot in the after school program. 

 

  1. After the priority enrollment process is complete, students will be notified in order of ranking of openings in the after school program until all program slots are filled.

 

Children will be eligible for enrollment based on the ranking and priority system detailed above, up to the maximum capacity for each school site. Any/all children who cannot be accepted for enrollment at this time will be placed on a wait list, in the same order of priority, and will be eligible for enrollment as space becomes available.

 

At this time, we will not be enrolling kindergarten children.
