The goal of the English Language Learner (ELL) program is to help students develop the English literacy necessary for success in school while receiving instruction in the core curriculum. English Language Development (ELD) instruction is designed to help students whose first language was not English, and students who are regularly exposed to a second language in the home, become proficient in English in four domains: Speaking, listening, reading and writing. Students must be proficient in all four areas to be able to master English academic vocabulary and be successful in school.

Parents of English learners at school sites have the opportunity to participate in the English Learners Advisory Committee (ELAC). This committee discusses programs and services for English learners and provides opportunities for parent involvement. At the District level, the District English Learners Advisory Committee (DELAC) discusses English learner issues and provides presentations on topics of interest.
