DISPOSAL OF SURPLUS OR UNDISTRIBUTED OBSOLETE USABLE INSTRUCTIONAL MATERIALS

Per Education Code 60510, the governing board of a school district may dispose of surplus or undistributed obsolete instructional materials in its possession that are usable for educational purposes in any of the following ways.  1) By donation to a governing board, county free library, or other state institution, 2) By donation to a public agency or institution of any territory or possession of the United States, or the government of a country that formerly was a territory or possession of the United States, 3) By donation to a nonprofit charitable organization, 4) By donation to children or adults in the State of California, or foreign countries for the purpose of increasing the general literacy of the people, or 5) By sale.

Per Education Code 60510.5, at least 60 days prior to the disposition by a school district of any instructional materials pursuant to Section 60510, the school district governing board is encouraged to notify the public of its intention to dispose of those materials and permit representatives and members of the public to address the governing board regarding that disposition.

Snowline is formerly advertising the disposition of high school level textbooks following new textbook adoptions, as well as used novels no longer being taught.  A complete list of books, as well as a Book Interest Form, can be located on the District’s website at https://www.snowlineschools.com/apps/pages/purchasing

PUBLIC WORKS PROJECTS
CUPPCAA (Cost Accounting)
The Snowline Joint Unified School District has opted into the California Uniform Public Construction Cost Accounting Act. As a result, contractors on public works projects are required to register with the District.
Pre-Qualification of Contractors
Contractors are required to be pre-qualified for projects in excess of one million ($1,000,000) dollars in estimated value; that are funded or expect to be funded from State Bond Funds.  Additionally, subcontractors in the trades of Mechanical, Electrical, and Plumbing (MEPs) are required to be pre-qualified.

The Purchasing Department is responsible for overseeing the purchasing activities of the Snowline Joint Unified School District in accordance with all applicable Federal and State statutes and District regulations.
 
Responsibilities of the Purchasing Department include:
  • Purchasing and/or contracting for all supplies, materials, equipment, and contractual services
  • Public works projects
  • Reprographics (Print Shop)
  • Mail Room
  • Warehouse
  • Surplus Management
 
The employees of the Purchasing Department are subject to a Purchasing Code of Conduct. This policy does not apply to promotional products offered by vendors for the purposes of advertising as long as the products are offered free to all like organization.
